Minutes of February 26, 2025 Meeting

The February 26, 2025 meeting of the Dare County Unit of North Carolina Retired School Personnel was held at Mulligan’s in Nags Head. Seventeen members were in attendance.

 

Meeting Opening. President Perkins opened with a welcome to all.

 

 

Treasurer’s Report. The treasurer’s report, submitted by Barbara Hardy and Mary Blythe, was presented by Barbara Hardy and is found in a separate attachment.

Legislative. Barbara Hardy. Current bills, actions, and legislation. There are no NC bills pending regarding COLA for retired school personnel There is a bill pending regarding allowing counties to set their own school calendars. NC was hit hard by suspension of federal funds. There are proposed cuts to school nutrition programs.

 

Community Service. Linda Foster Linda distributed NCRSP Individual Community Services Hours Record Sheets. Linda will collect your completed sheet at the December meeting. Reminder: you can count our monthly meeting as well as travel time towards your hours. If you volunteer at a food bank or Room at the Inn, you can count your travel time, time spent shopping for the non-profit, and face-to-face time. If you are interested in community service and do not know where to volunteer, contact Linda Foster at: obxfoster410@gmail.com

 

Scholarship. Mary Blythe. Five scholarship checks have been mailed. All of our recipients successfully completed their first semesters and are in good standing.

 

Info Share. 14th annual Delta Zeta Community Spelling Bee. Francine Kennedy and Barbara White will represent DCNCRSP again this year. They recruited Bobby Murry and one more team member to round out our team of 4. The Bee will be held at Duck Woods Country Club on March 6, 2025. Come out to cheer them on!

 

Becky Strickland shared information on healthy living using the Yuka App. Yuka is a mobile app that scans food and cosmetic products, giving you information on how healthy they are. The app gives you a score out of 100 that rates food and products as excellent, good, poor, or bad. It also gives you suggestions for healthier choices.

 

Jo Voigt gave Red Cards to all interested. The Immigrant Legal Resource Center started the ILRC Red Card program almost 20 years ago. According to the ILRC website, Red Cards are intended to provide information to all people in the US- regardless of immigration status- on their rights and protections under the US Constitution. Jo Voigt shared information from the NC Foundation for Public School Children.

 

A letter from Linda Gunter, President of NCRSP was forwarded to our membership ahead of meeting minutes, highlighting the launch of the Honor Roll of Caring and Sharing, requesting a “love offering” to the fund. A link is provided in the forwarded letter. Phase 2 of this campaign supporting this charitable arm of the NCFPSC, is to ask locals to contribute on behalf of the membership. Jo moved that the Dare County Unit give $100 in honor of President Jimmy Carter, a friend to education and a life-long philanthropist. Linda White seconded the motion. The motion was passed after discussion.

 

Linda Foster shared information on the Coastal Gardening Festival to be held May 3, 2025 from 10AM to 1:30PM at the Baum Center. She has Raffle tickets if you are interested. Contact her at obxfoster410@gmail.com

 

Maureen King has a thank you note from Cape Hatteras United Methodist Men for a donation made by check (#8053) at our December Food Drive Meeting. Contact her for your thank you note.

 

Region 7A Business. The NCRSP Convention will be held March 26-27, 2025 at The Hilton Durham. Connie Outten, Francine Kennedy, Linda Foster, and Juli Perkins will represent Dare County NCRSP. This date creates a conflict with our next local meeting, therefore, we will not meet in March.

The December 4, 2024 meeting of the Dare County Unit of North Carolina Retired School Personnel was held at The Blue Moon Beach Grill. Twenty-one members were in attendance. President Juli Perkins opened the meeting with a welcome to the membership.While President Perkins welcomed the membership, Maureen King and Francene Kelly collected Food Bank donations of food and checks. If you did not have an opportunity to donate and would like to, addresses to local food banks can be found in an attachment.Treasurer’s Report. Community Service.

Linda Foster collected volunteer hour recording sheets. If you have not turned in your recording sheet, you can take a picture of your completed form and text it to Linda Foster. The deadline to accept forms is December 20, 2024. This information is used by NCRSP to show how retired school personnel contributes to NC communities. It is part of the information provided to legislators to support our COLA for retirees.Text her your form or call for information at (252) 202-8465.

Connie Outten: Humana Brain Games. Brain games, similar to NYT games, can be found on the Humana site. Login to Go365, open the menu on the upper left. Open Libraries and choose Brain Games.

Sue Kelly: Sue is an alternate delegate to NC State Tarheel Legislature. Tarheel Legislature has been around for over 30 years, but is not highly known. The focus of this body is to advocate for issues relevant to Senior Citizens. Two people, a delegate and an alternate, are chosen by County Boards of Commissioners to serve a two-year term. Neither of Dare County delegates will be seeking the job in the next term. If you are interested in finding out more about NC State Tarheel Legislature, contact Sue Kelly at (804) 833-8980. The next term begins March 1, 2025.

Juli Perkins: Humana g0365 provides rewards for healthy living activities and preventative health care. Activities and health screenings must be added within 90 days of completing them in order to claim the reward (ex.gift certificates to grocery stores, Walmart, gas cards, etc.)

Question presented: Will Medicare pay for over-the-counter medications?

Events: Manteo Preservation Trust Holiday Tour will be Saturday, December 7th from 1-6. It is a walking tour. Tickets can be purchased at 108 Budleigh.

The Manteo Christmas Parade begins on Saturday at 10:30, as well.

 

Christmas Concerts:The ECSU Concert Choir will perform Sunday, December 8th at 4:00 at St. Andrews by the Sea. The concert is free. Contributions will be accepted.

 

The Outer Banks Chorus will perform at COA in Elizabeth City on Saturday, December 14th at 5:30 PM and on Sunday, December 15th at First Flight High School at 4:00 PM.

 

Christmas Markets: Mama’s Merry Market (Mama Kwan’s) will be held on Sunday, December 8th. Cash or check only.

 

Linda Foster: December 11th, 12th and possibly 13th, Floral centerpieces will be sold by Dare Master Gardeners. They will be in front of Rack Room in the Belk Shopping Center in KDH. The price will be $25 (what a deal!!). Cash or check made out to DMGVA. Call Linda for more information (252)202-8465.

 

Jackie Bunn: If you enjoy a good Podcast, Jackie’s daughter, Shay LaFountaine, does a podcast called, “History Fix”. The podcasts cover a variety of historical stories, including Ep. 24 Pocahontas: How John Smith Changed History to Ease His Own Conscience”. You can find Shay’s History Fix wherever you listen to podcasts. I found it on my podcast App, Spotify, and Apple Music.

 

Becky Bennett: Contact Becky to get information regarding donating funds directly to families in need as a result of the storm in Western NC.

 

Maureen King: McKibbon Hospitality Employee Assistance Fund Provision Bridge continues to accept donations to support the hospitality industry in WNC. Mountain towns depend on tourist trade to make a living, as we do on the OBX.

 

Francine Kennedy: Beginning January 10, 2025, there will be a free women’s self-defense course at Momentum Fitness. The course will last 6 weeks. Francine will have more information to share soon.

 

Food Pantry Collection: $1100.00 was collected at the meeting through the generous donations of our DCNCRSP members!

 

Raffle Drawing. Special thanks to Francine Kennedy and Lynda Woods for another great raffle. All proceeds go to our scholarship.

Minutes of October 23, 2024

The October 23, 2024 meeting of the Dare County Unit of North Carolina Retired School Personnel was held at The Dunes Restaurant in Nags Head.  Twenty-three members and guests were in attendance.  President Juli Perkins opened the meeting with a welcome to the membership.

 

  1. President Perkins welcomed members and introduced our guest.  She extended special thanks to Francine Kennedy.  Francine has been working hard to find venues that will accommodate a group the size of DCNCRSP at no charge to us.  The Dunes agreed to open for lunch just for us!  

  2. Treasurer’s Report.  Barbara provides the report for our checking account as well as the Scholarship account.  The treasurer’s report is found in a separate attachment.

  1.  Legislative/Membership.  

    1. Early voting is underway in NC.  Please make a plan to vote.  NCRSP is an arm of NCAE.  NCAE has endorsed candidates who support education, educators and retired educators.  Go to http://bluevoterguide.org/ for candidate information.

    2.  Barbara has not heard from all members.  If you have not paid Full or Associate dues, please contact her at barbarajeanhardy@gmail.com

  2.  Community Service.  Linda Foster asked that volunteer hours recording form be turned in at the next meeting, December 4, 2024.  

 

  1.  Scholarship/Scholarship Treasurer.  Mary Blythe

    1.  Mary reported that, in addition to funds raised by the raffle, we received a $100 donation

    2.  Scholarship applications have been submitted online from MHS and FFMS for the past few years.  Did not receive any applications from CHS last year.  This year, Mary reports that we have a new contact person and that we hope to have applicants from CHS again.  

    3.  Our scholarship winners are chosen in the spring of the students’ senior year.  Funds are awarded after freshman fall semester grades and the next spring schedule are sent in to the scholarship chairperson (Mary Blythe).  

  1. Region 7A Business.

    1.  Fall Conference was October 16, 2024.  Attending this year were Mary Blythe, Linda Foster, Francine Kennedy, and Juli Perkins.

    2.  Linda Foster was honored as our 2023 Top Community Service Volunteer.

    3.  Juli Perkins is the Conference Memorial Chair for 7A and prepared a moving presentation in memory of 7A members who passed away in the last year.

    4.  Our Brag Board was a hit.  Sue and Juli made the Brag Board to show the work and fun Dare County has while representing NCRSP.

 

  1. Info Share

    1.  Lynda Wood shared her first-hand experience from the effects of Hurricane Helene.  She has a home near Boone and reported of the destruction in the area.  She also told of the work of volunteer, state, and federal workers as they made repairs and provided needed supplies to the people who live in the area.

    2. Maureen King reported information from Asheville.  There is still no running water.  Water is being brought in.  Many businesses in downtown Asheville are opening and those businesses need people to support them.  They are ready for visitors.  In addition, workers in the hospitality industry need help as they wait for businesses to reopen.  MCKibbon Hospitality Employee Assistance Fund has been established to help them.  To donate, go to http://provisionbridge.org/.

    3. Becky Strickland shared information on a fund raiser for Kitty Hawk United Methodist Church Preschool.  They are having a BBQ fundraiser on November 14, 2024.  Contact Becky for tickets.  She also shared that Dare County Schools provides support services and interventions to all local Preschools that help to insure that children are ready for learning.



 

  1. Raffle Drawing.  Francine Kennedy and Lynda Wood have been busy contacting businesses to donate raffle prizes.  Winners this week are going to enjoy free green’s fees and restaurant gift certificates.  Thank you, Francine and Lynda!

 

  1. Next meeting:  December 4, 2024, location to be announced.  This is our Food Pantry support meeting.  Donations of food items or money will be accepted.

The September 25, 2024 meeting of the Dare County Unit of North Carolina Retired School Personnel was held at Tortuga’s Lie in Nags Head. Twenty-one members were in attendance.

Meeting Opening. The meeting was opened with membership sign-ups and raffle ticket purchases. President Perkins welcomed all for the new year and introduced officers. President: Juli Perkins; Vice-President: Francine Kennedy; Secretary: Connie Outten; Treasurer: Barbara Hardy

Legislative/Membership. Barbara Hardy. Officially, our unit is associated with NCAE. NCAE supports political candidates with one focus: EDUCATION. Go to bluevoterguide.org for the list of candidates supported by NCAE.

Community Service. Linda Foster. Volunteer forms were distributed. Keep up with volunteer hours and bring your completed form to the December 4, 2024 meeting. Be specific with your type of community service on your form so that Linda can accurately complete the state report. A form will be linked in the minutes along with the treasurer’s report. In addition, you can take a picture of your completed community service form and text it to Linda Foster at 252-202-8465. In 2023, the total number of hours served across the state in both categories of “education”, and “other”, was 166, 222 with a value of $5,285,859.60 according to the University of Maryland’s Do Good Institute which set the volunteer hour value at $31.80. This information is used by our lobbyists as they work to get COLAs for retirees.

Scholarship. Mary Blythe. Historically, DCNCRSP awards $500 to a student from each high school, depending on students meeting specified qualifications. Funds are awarded spring semester after grades and spring schedule are submitted to the scholarship chair. Scholarship amount and number of recipients will depend on funds available.

Memorials. Juli Perkins. A book will be purchased and presented to Manteo Elementary School in memory of fellow DCNCRSP member, Grady Gaskill.

Raffle. Carol Sparks was the DCNCRSP raffle chair for many, many years. She (and Bunny) sought donations up and down the beach, took payment for raffle tickets, prepared pre-paid tickets, and ran the raffle at each meeting. All scholarship money is derived from raffle sales. Carol passed the baton to the Raffle Committee, Francine Kennedy, Lynda Wood, Mary Blythe, and Francene Kelly, who will be dividing all of Carol’s many responsibilities. If you know someone who would like to donate to the raffle, please let Francine know.

Brochures will be available to give to donors highlighting those who donate and general information about the scholarship.Region 7A Business. The Fall Conference will be October 16, 2024. Attendees will be Juli Perkins, Mary Blythe, Francine Kennedy, and Linda Foster. Linda Foster will be honored as our 2023 Top Community Service Volunteer with 321.75 hours. Nice job, Linda!

There are products designed to help create the microbes that dispose of the waste, but this is more cost effective.

Minutes of May 12, 2024

The May 22, 2024 meeting of the Dare County Unit of North Carolina Retired School Personnel was held at Mulligan’s in Nags Head.  Nineteen members were in attendance.

  1.  Legislative.  Barbara Hardy advised that we stay on top of the news, state and local.  

    1.  NC General Assembly is looking to ban masks in the name of public safety.  HB 237 is known as the “Unmasking Mobs and Criminals Act.”  It is aimed at preventing protestors from hiding behind a mask, but health experts believe it could have unintended consequences. (abc11.com report)

    2. Locally, there is disagreement regarding the proposed early college.  School Board Candidates will express their views tonight at the SB meeting.

  2.  Community Service.  Linda Foster

    1.  Linda has prizes for several DCNCRSP members who bought Garden Festival raffle tickets and won.

    2.  The Beach Food Pantry needs: canned tuna, canned chicken, peanut butter, jelly, caned fruit.  

    3.  Meals on Wheels needs delivery drivers.  Drivers deliver to only a few homes each.  Consider becoming a Meals on Wheels volunteer.  For more information, contact Linda Foster.

 

  1. Information Share Part 5

    1.  Cathy Evanoff shared information about LIBBY, a library book-borrowing app now available in Dare County.  Digital, E-books, or audio books can be borrowed and downloaded directly to your device. Cathy will help anyone interested if needed.  You will need to have a Dare County library card and know your PIN number.  (the last 4 digits of your phone number.  Most of us determined that this was probably the land line number we had when we first received our library cards).  If trying to sign up for the app, don’t input “Dare County Library”, but use E-INC instead.  Remember, you will need your library card information and a PIN #.

    2. Lynda Wood shared information on a journaling class.  Members should have received the flyer in a separate email.

  2.  Sweet Treats Project.  The Sweet Treat Project started during the CoVid- shutdown school year.  DCNCRSP wanted to do something to let teachers in the trenches know that we were thinking about them.  Bowls and bags of sweet treats were assembled and delivered to all schools and school support facilities.  We continued this each year.  Candy and bowls are ready and members have signed up to assemble and deliver.

  3.  NCRSP Business for Summer

Minutes of April 24, 2024

The April 24, 2024 meeting of the Dare County Unit of North Carolina Retired School Personnel was held at Blue Moon Beach Grill.  Twenty-two members and guests were in attendance. Lunch and fellowship were enjoyed by all.  

Time sensitive information was shared in separate emails, including Food Pantry needs, candidate meeting information, Sweet Treats sign up, and Humana Special Discounts.

    1.  Susan Sawin met with community members at Waverider April 25th.  She is running for NC Representative of the General Assembly. 

    2.  AG Josh Stein is running for NC governor and will hold an event at the Hilton Garden Inn Pier House at 5:30 on May 14, 2024.

  2.  Community Service.  Linda Foster shared that The Beach Food Pantry is in need due to a staggering increase in the number of individuals being served. She shared information from the Outreach Ministry at her church, St Andrews by the Sea.  They are collecting items needed for the month of May.  If you would like to donate, you can drop off items at the church or directly to the Beach Food Pantry.  Items needed:

*peanut butter

*jelly

*canned fruit

In addition, there is a need for drivers for the Meals on Wheels program.  If you are interested in this volunteer opportunity, contact Linda Foster for more information.

Services include:

*open locked doors and enter homes when emergency is suspected (ex. For older person who doesn’t answer phone or knocking at door)

*help patient up steps when returning from hospital stay or after surgery.  Ask at the hospital for call to be made to get assist when returning home.

*help with stairs when going to physical therapy or doctor’s visit after surgery/hospital stay.

Minutes of March 27, 2024

The March 27, 2024 meeting of the Dare County Unit of North Carolina Retired School Personnel was held at Khan’s Mongolian Grill. Sixteen members were in attendance. President Juli Perkins opened the meeting with a welcome to the membership. Lunch was enjoyed before the meeting.

I. Meeting Opening. President Perkins highlighted all activities of DC members in the past month. Members shared their participation with reports and pictures.
A. Spelling Bee. Barbara White shared pictures of our team, Feathered Friends, at the DKG Community Spelling Bee. She encouraged
other members to sign up next year for this night of fun. Barbara: “Did we win?? No. But we had lots of fun!” The hosts provided a boxed dinner for participants. There were 22 Spelling teams this year.
B. CPR Class Report. The Kitty Hawk Fire Department conducted the CPR class and helped participants one on one. Attendees were taught to use an AED. All agreed that this was valuable instruction. Many thanks to Becky Strickland for organizing the event.

B. Legislative. Barbara Hardy. Josh Stein, Democratic Candidate for NC Governor, will be in Dare County at the Hilton Garden Inn on May 14, 2024 from 5:30-7. Barbara encouraged us to “vote all the way down the ballot”. Many offices are important to education, for example, State School Superintendent, and State Treasurer. Judges are important in making rulings for communities and schools. For ways to learn about these candidates, contact Barbara.
C. Community Service. Linda Foster. The 2024 volunteer form is not yet online. Keep up with hours and the new form will be sent out ASAP.
D. Elections. Mary Blythe. NEA Retired Convention is upcoming. NCRSP members can vote for delegates online. You should have
received an email containing your elector ID and password. You can vote for 8 delegates.

IV. NCRSP State Convention Reports.
A. Francine Kennedy shared comments made by the Convention guest speaker, State Attorney General, Josh Stein, who is running for NC Governor. North Carolina teachers rank 46 th in salaries in the US, lower than any state surrounding us. Our public schools must be fully funded. The public school system is the lifeblood of the community. Teachers should be able to retire with dignity and need a regular COLA. Teachers have been short-changed by the state of NC.
B. NC Foundation for Public School Children director, Marca Hamm Jones was presented with a check for $34,177 from NCRSP Convention from the silent and live auction conducted during the convention. NCRSP is the largest donor to NCFPSC. These funds go to help students who fall between the cracks. Students have been helped with glasses, hearing aids, wheelchairs, warm clothes and much more. NCFPSC also funds scholarships. Ms Jones stated that there were over 500 children in NC on a waiting list for homeless shelters.
C. Dale Folwell, State Treasurer, spoke at the convention. He provided information on NCcash.com , an unclaimed property fund. Go to
this site, watch a presentation by Treasurer Folwell and find out if you have unclaimed funds. There is more than 1 Billion dollars in unclaimed funds being held by the Treasurer’s Department. These funds may be from uncashed checks, refunds, etc.

V. Raffle. Carol provided us with another fun and lively raffle. Thanks to Carol! Carol plans to move before next year and is

looking for someone to take over the raffle. She has a great system for prizes and tickets. Contact her if you would like to
volunteer. The raffle is the only fundraiser we do to fund the scholarships.

Next Dare County NCRSP Meeting: April 24, 2024. The location will be
